It all started in December, when an Ontario court ruled the “first-generation limit” on citizenship was unconstitutional. In response, Parliament passed Bill C-3, which allows non-Canadians to claim citizenship if they can prove a direct ancestor was Canadian. This could mean grandparents, great-grandparents and beyond. At the time, Parliament didn’t expect a surge in applications. But at the Roman Catholic Diocese of London alone, we’ve received more than 1,000 requests like these since December. For comparison, we’d only get around 100 in a normal year. The sudden influx has overwhelmed us. People need us to locate historical documents that verify their unbroken familial lineage, including marriage and baptismal records.
